Todd M. Sheldon, OD - Optometric Physician

TODD M. SHELDON, OD, MBA, FAAO

Dr. Todd Sheldon was born and raised in the Pacific Northwest. After graduating from Brigham Young University, he attended the University of Houston College of Optometry on a US Navy Scholarship. He graduated as class valedictorian in 1997.

Dr. Sheldon served as Staff Optometric Physician at the Beaufort Naval Hospital in South Carolina. His duties included directing the contact lens and laser vision correction programs for the fighter jet pilots.

In addition, he has published more than a dozen articles in medical journals on the advancements of eye-health treatments and other eye-health related topics. He has also served as adjunct clinic faculty for three colleges of optometry.

Dr. Sheldon and his wife, Penny, have four beautiful children together. They enjoy hiking, hunting, photography, and travel.

BRIAN C. OULMAN, OD

Dr. Brian Oulman grew up in Portland, OR and completed his Bachelor’s degree from Portland State University in 2000. Dr. Oulman earned his Doctor of Optometry from Nova Southeastern University in South Florida in 2008 and was named Student of the Year from the Optometric Physician’s of Washington. He was also awarded the Pediatrics and Binocular Vision Clinical Excellence Award in 2008.

After receiving his doctorate, he began practicing in Spokane, WA and in the Bay Area, CA. Afterward, he returned to his native state and joined COE in 2014. He enjoys examining children and athletes of all ages. His interests include pediatrics, contact lenses, and treatment of ocular diseases.

While practicing, Dr. Oulman volunteered at the Union Gospel Mission providing eye exams to the less fortunate. He has also volunteered his time at local assisted living facilities, giving educational talks.

Dr. Oulman, his wife and two boys relocated from San Francisco back to the Pacific Northwest to enjoy all it has to offer and be closer to family.

TONI M. DECKER, OD

Dr. Toni Decker was raised in the Trinity Forest of Northern California, and after graduating from high school, attended Lassen College on a basketball scholarship.

Dr. Decker completed her undergraduate degree at Arizona State University where she studied chemistry. While obtaining her Bachelors Degree, Dr. Decker was active in analytical chemistry research focused on developing new technology for ultrasmall volume biological analysis, culminating in an academic publication.

After graduating from Arizona State, Dr. Decker enrolled in Pacific University College of Optometry in Forest Grove, Oregon. While attending Pacific University, she was active in many optometry related activities. Notable among these was volunteering at the Virginia Garcia Eye Clinic, the Amigos group, and Special Olympics. While with the Amigos group, she was involved in a trip to Vera Cruz, Mexico, where members gave eye exams and glasses to those in need.

Upon graduation, Dr. Decker started her own practice, Eyes in Motion, dedicated to providing the top level of care to patients. Building on that experience, she joined COE in 2015 to continue her service to the Central Oregon Community. Being an active participant in many athletic competitions, including bike racing and duathlons, she has a keen interest in sports vision and looks to continue developing a specialty practice in this area.

When she is not in the office, Dr. Decker can be found enjoying the Central Oregon lifestyle biking, running, hiking, and horseback riding with her husband, son, and dog.

KEIJI SHIYOMURA, OD

Dr. Keiji Shiyomura (Dr. KG) was born and raised in California’s Central Valley. He graduated from Fresno State University and continued Post-Bach studies at University of Oregon. Dr. KG earned his Doctorate at Pacific University’s College of Optometry in 2021.

Dr. KG has a strong passion for community outreach and providing eyecare to underserved populations. While in optometry school, he worked for Pacific University College of Optometry’s Eye Van which provides exams to the homeless, migrant workers, and children. He also led a trip with his classmates to Costa Rice to provide vision services to the local residents. While completing a clinical rotation at an Indian Health Services in Tahlequah, Oklahoma, he obtained his certification in Laser Treatments of the Anterior Segment by Northeastern State University College of Optometry. During his 4th year externship, he grew passionate about binocular vision and vision rehabilitation while interning at Northwest Eye Care Professionals. After graduation he began providing vision rehabilitation services for patients suffering from acquired and traumatic brain injuries at Northwest Eye Care Professionals under the guidance of Dr. Bruce Wojciechowski, Dr. Macson Lee, and Dr. John Reski. During this time, he gained invaluable experience providing exams for children at Providence’s Center for Medically Fragile Children. He really enjoys providing comprehensive eye care and education to all his patients.

Dr. KG enjoys exploring Central Oregon on his free time with his wife and dog. He is also bilingual, fluent in English and Spanish.

Brittany joined our COE Family in July 2018 as the Patient Care Coordinator for our Redmond office. She has many years of customer service and sales experience!

Brittany moved to Central Oregon from St.Louis, Missouri in 2010, but has always felt as though Oregon was home. She now lives in Redmond with her Fiance and her 3 dogs! She loves rooting for the St. Louis Cardinals and going to Oregon Ducks games!

A Patient Care Coordinator, she prides herself on her ability to be empathetic with all patients no matter the circumstance. Her biggest passion is helping and showing kindness to others.Katie has lived in Central Oregon since she was 8 months old and has no intentions of leaving. She lives in Redmond with her 2 kids, Lincoln and Kenadie, and their cat, Junior. They love spending time outdoors, enjoying all the perks of living here, as well as spending time with friends and family.

Michelle joined our COE Family in January 2016 as the Patient Care Coordinator for our Madras office. She has many years of customer service and sales experience. You’ll always feel relaxed and like family because of her welcoming smile!

Michelle moved to Central Oregon from Los Angeles, California as a teenager with her family, but has always felt as though Oregon was home. She now lives in Madras with her husband and four children (Alexander, Jonathan, Daniel, and Sofia). For fun, they like to watch sports, go fishing, and shopping. Michelle loves purses, makeup, and the Dodgers.

Scott Walters joined the COE Family in May 2011 as an optician. His favorite part of the job is working with our patients and picking out the perfect frame. He explains, “Frames have become the new accessory. They are like the perfect tie or earrings. They can be professional, spunky, or even inconspicuous. Your options are limitless!”

Scott, his wife Kristy, and two children, Jace and MaKayla, have lived in Central Oregon since 2001. They enjoy the outdoors and you can find them on weekends camping, fishing, hunting, and four-wheeling.
